Everybody can concentrate on something if it is the top priority for them.
When we attempt to move our concentration to any topic that is not top priority for our survival or that does not deliver immediate rewards, then it can be difficult to manage and we may only be successful for very brief periods.
Distractibility usually occurs when a person is hyper vigilant or hypersensitive to the environment around them. If their subconscious is perceiving danger or afraid of being attacked then the attention is focused outside into the surroundings rather than internally focused on a specific topic.
Challenging as ADD and ADHD can be for students, teaches and parents, there are some things that you can do to reduce distraction and increase the comfort and relaxation of all.
